The Residential Property Tribunal Service
The Residential Property Tribunal Service is an independent government sponsored body which provides a tribunal service for the leasehold and private rented housing market.
We help landlords, tenants, local authorities and leaseholders settle disputes about rent, service charges and leasehold property. The Housing Act 2004 has extended our powers enabling us to offer a further range of services. RPTS is responsible for appeals against notices arising from the new Housing, Health and Safety Rating System (HHSRS), the licensing of HMOs and the licensing of private landlords in selected areas.
We are also responsible for Right to Buy appeals in respect of dwellings for the elderly and for Empty Dwelling Management Orders. We have five offices covering all of England, with some 350 members comprising legal and estates professionals and lay members. They make up the committees and tribunals, which sit locally to decide cases.

Accreditation Network UK
